Project engineering manager will assign to the PIDEC project to supervise a project or a part thereof, primarily technically and if so nominated and required, act as deputy of the Project Manager.
In this task, he assumes overall responsibility for the technical quality with emphasis on cost and safe design to specifications and ease of operation.

A) Study project proposal, contract, client project specifications and any other key documents defining the project and its execution, mainly along the technical lines.

B) Assist the Project Manager with those paragraphs of the project execution plan which deal with all the technical matters, e.g. design basis, engineering specifications, codes, client standards, authority requirements, etc.

C) Attend the project launching and kick-off meetings and any other meeting requiring PEM's presence for receipt and/or conveyance of technical information or for review of the status of the engineering phase of the project.

D) Furnish the various disciplines with technical information necessary for a proper execution of the engineering, procurement, QA/QC, construction, pre-commissioning and commissioning services as far as applicable.

E) Arrange for technical reviews both internally and with the client. Depending upon the importance of the review, he will attend such reviews and/or delegate them to one of the Area Project Engineers reporting to him.
Sample reviews topics are:
- Site conditions (soil, material supply routes, tie-ins, safety precautions, etc.)
- Layout (block model) studies.
- Engineering flow diagram screenings.
- Cost saving reviews.
- Equipment hook-up and piping model reviews.
- Technical audits.

F) Review an approve inquiry and purchase order requisitions as well as subcontracts as outlined in the appropriate company procedures.

G) Review and approve all engineering documents (data sheets, drawings, etc.) which are submitted to the client and/or authorities for their review and approval and all other engineering documents so indicated in the job instructions.

H) Review and approve the technical as well as the consolidated technical/commercial bid evaluations on materials and services and attend bid woluation and/or negotiation meetings with potential vendors as required to settle technical matters.

I) Review and approve the project inspection plan to ensure that all plant key elements will be subject to adequate inspection.

J) Review material inspection reports and delegate any actions required to his Area Project Engineers.

K) Review and approve scope change notices on engineering services for proper description, justification and estimated change in man-hours.

L) Arrange compilation of the technical data books.

M) Perform the necessary liaison on technical matters between jobsite and PIDEC and take actions as required depending upon the duration of his assignment.

N) Assist the PM in solving any technical problems which may occur during construction and subsequent phases.

O) Prepare at the end of the engineering phase the draft technical input for the project closeout report.

P) Act as the PM's delegate as required and if so nominated.

Q) Guide and train subordinates as required to warrant sound engineering practice and quality to established norms and to provide for transfer of knowledge and experience.
